Reliable report-driven delegation for LLL workflows: finish bounded work, wait quietly within a declared lifecycle boundary, preserve every worker’s truthful state, synthesize and decide, then repeat only when useful.
The canonical skills now use compatible single-executor and capacity-fit multi-worker topologies, correct wait surfaces, bounded silent-child recovery and duplicate-writer protection. The review-gated LLL Launch gate remains explicit.

Historical grounding
Six direct user LLL invocations were validated and privately extracted. Each has a source-cited gist, and the synthesis separates historical claims from current proof.
Primary-source technical findings
Native completion, waits, task threads, shell jobs, queue availability, models and usage attribution were checked against installed contracts, local CLI behavior and official OpenAI sources. The requested independent research worker could not launch; the Luna Max collector completed the research fallback.
Compatible canonical edits
One named LLL executor remains direct. Multi-worker batches reserve collector and worker capacity, launch deferred packages in waves, and stop at a predeclared final lifecycle boundary without fabricating worker status.
Real behavioral verification
The test objective completed. The exercised worker batch was STALLED: one worker was DONE and one STALLED. Capacity allowed one worker at a time; a 180-second interim timeout stayed PENDING until terminal delivery.
Cost claims justified
No global token-saving rule was added because per-agent token and dollar attribution was unavailable. Savings and subscription cost remain UNKNOWN rather than inferred.
Final inspection and rollback
All four related skill packages validate, Codex discovery links resolve to the canonical tree, and checksum-verifiable pre-edit archives exist for every changed package.
Facts, decisions and limits
Confirmed: shorter tool timeouts are interim. At the declared final boundary, one liveness and delivery reconciliation either finds a terminal report or returns orchestration STALLED while the silent package remains PENDING with its owner and resume condition. A possible writer is never duplicated or raced.
Confirmed: a capacity rejection with proven non-creation leaves a package DEFERRED and eligible after a slot frees. Ambiguous creation remains PENDING with unknown ownership and is not retried.
Confirmed: the installed CLI is codex-cli 0.146.0 and has no queue subcommand. Current upstream source has a queue command for adding messages to existing sessions, not for collecting native worker completion.
Reliability testing covered silent-boundary, capacity-exhaustion, redo and integrated Multi-LLL cases. Private transcripts and gists remain local. Simultaneous two-worker capacity and independent research-worker review were not demonstrated.
Constraints
- Explicit Launch gate preserved in review-gated LLL.
