The current help article says the limit may not apply to every Page. For Pages seeing the limit, links can appear in two organic posts or comments per month without a subscription. Meta One Advanced, Expert or Max raises the allowance. Ordinary free limits reset on the first of the month. This is not a universal requirement to pay before posting any URL.
